The Federal and State Annual Plan
Congress passed a law in 1998 that requires Housing Authorities administered by the US Department of Housing and Urban Development (HUD) to create an Annual Plan. See below for more information on the Federal Annual Plan including the current approved Five-Year 2020 to 2024 Plan, and the approved Annual 2022 Plan (April 1, 2022 through March 31, 2023). Also see below, BHA approved Amendment #1 to the federal 2022 Annual Plan. BHA is also drafting the 2023 federal Annual Plan (April 1, 2023 - March 31, 2024), please see below. Massachusetts passed a law, MGL Ch. 121B Sec. 28A that requires State-Assisted Housing Authorities administered by the Department of Housing and Community Development (DHCD) to also create an Annual Plan and BHA worked on the State Annual Plan for the first time in fall 2020. HUD Federal Annual Plan documents:
The Federal Annual Plan details Boston Housing Authority’s programs and policies for the current and upcoming fiscal year (April 1 – March 31). It also includes information about the Capital Fund Program (CFP) where the BHA plans on spending capital funds in the future.
Documents were available for review and comment November 1, 2019 to December 15, 2019 and were submitted to HUD by Jan 15, 2020.

HUD Federal FY 2022 Annual Plan Amendment #1 - approved

Documents were available for review and comment August 26, 2022 to October 10, 2022 and thereafter submitted to HUD who reviewed it and has now given approval.

HUD Five-Year Plan
In addition to the Annual Plan, the BHA also develops a Five-Year Plan establishing its major goals and objectives. The current Five-Year Plan covers the period 2020-2024. To see the current Five-Year Plan click here. Each year as part of the Annual Plan, the BHA updates the Five-Year Plan in a document called Five-Year Plan Progress Report to reflect the work done towards achieving the goals. The Five-year Plan Progress Report can be viewed by looking at the documents posted as part of each Annual Plan above.
The Federal Annual Plan Process
Boston Housing Authority (BHA) submits the Annual Plan by January 15 each year to the U.S. Department of Housing and Urban Development (HUD) for its review. HUD has 75 days to review the Annual Plan – and either approves it or identifies deficiencies. If there is a deficiency, BHA addresses the issue and re-submits the Annual Plan.
Members of the Resident Advisory Board meet regularly with BHA staff to discuss the Annual Plan.
HUD Plan Public Notice
The Annual Plan is available to residents and the public for 45 days for review and comment before being reviewed by HUD. In a typical year, the Annual Plan is available for public review on November 1 and the comment period closes on December 15.
Copies of the draft Annual Plan are sent to the Resident Advisory Board and Local Tenant Organizations. The Annual Plan is available at BHA’s Planning Department (52 Chauncy Street, Boston), see above for links to approved plan, at the Boston Public Library Copley Branch, and in BHA management offices.

HUD Plan Public Hearing
BHA holds a Public Hearing each year to provide an opportunity for BHA residents and the public to comment on the Annual Plan. BHA includes the record of comments and responses in the final Annual Plan package to HUD. To see the 2021 Annual Plan public hearing flyer, click here.

HUD Annual Plan Amendments
Occasionally the BHA will submit a significant amendment to its Annual Plan during the year. This requires the BHA to hold an additional review and comment period and a public hearing.
