Bid Opportunities

The public bid process is administered by Boston Housing Authority's Procurement Department, which is primarily responsible for all of the Boston Housing Authority’s purchasing activities. 

Construction, Goods and Services

The Procurement Department also conducts public bids for all BHA Goods, Service and Construction related purchases. Vendors interested in picking up bid packages may do so during office hours (Monday through Friday, 9 AM - 5 PM) on the 6th floor of BHA’s main office in Downtown Crossing, 52 Chauncy Street, Boston, MA 02111.  Some bids are available via email.  Every solicitation notice will contain information on how to obtain the bidding documents.

All bids are opened in the Procurement Department.

Bid Opportunity Information

Every year, BHA enters into numerous agreements for goods, services, design contracts and construction. Information about bid opportunities is available in several ways. If you would like to be on a mailing list to receive information about future bids for "Construction Bids" and/or for "Goods and Services Bids", subscribe to BHA's mailing list.

Section 3 and Resident Hiring

HUD’s Section 3 Provision and BHA’s Section 3 Policy requires developers and contractors receiving certain federal funds for construction contracts to use their best efforts to provide training, employment, and contracting opportunities to Section 3 Workers, Targeted Section 3 Workers, and Section 3 Business Concerns. Developers and contractors must have, to the greatest extend feasible, employees that are Section 3 Workers working at least 25 percent or more of the total number of labor hours worked by all workers employed for the project. At least five (5) percent of that 25 percent must be the total number of labor hours worked by Targeted Section 3 Workers. Also, contractors must make their best efforts to award contracts and subcontracts to Section 3 Business Concerns that provide economic opportunities to Section 3 and Targeted Section 3 Workers.
