The Federal Five-Year and Annual Plan and Amendments and State Annual Plan

Federal: Congress passed a law in 1998 that requires Housing Authorities administered by the US Department of Housing and Urban Development (HUD) to create Five-Year and Annual Plans. The Federal Five-Year Plan details Boston Housing Authority's major goals for a period covering five fiscal years while the Annual Plan details BHA’s programs and policies covering a single fiscal year (April 1 – March 31). You can also find information below about the Capital Fund Program (CFP) where the BHA plans on spending capital funds in the future but they are not submitted as part of the Annual Plan. 

The below sections include the documents that make up the current approved Five-Year Plan covering April 2025 - March 2030; the current approved Annual Plan covering April 2025 - March 2026 and a draft proposed Annual Plan Amendment 1 with changes focused on the Admissions and Continued Occupancy Policy and to the Leased Housing Administrative Plan.  Following that is the draft proposed Annual Plan covering April 2026 - March 2027. Following that are Archives for previous Plans along with a brief description of the plan process including notice and amendments. 


State: Massachusetts passed a law, MGL Ch. 121B Sec. 28A that requires State-Assisted Housing Authorities administered by the Executive Office of Housing and Livable Communities (EOHLC), formerly Department of Housing and Community Development (DHCD), to also create an Annual Plan and BHA worked on the State Annual Plan for the first time in fall 2020.  To learn more about the current State Annual Plan for April 2025 - March 2026 for which EOHLC has completed review as well as the proposed State Annual Plan for April 2026 - March 2027, click here and be brought to a separate page with plan documents as well as an archive for plans from prior years.

The Federal Plan Process

Boston Housing Authority (BHA) submits the Federal Plan by January 15 each year to the U.S. Department of Housing and Urban Development (HUD) for its review (BHA submits the Five-Year Plan once every five years and submits the Annual Plan every year). HUD has 75 days to review and either approves it or identifies deficiencies. If there is a deficiency, BHA addresses the issue and re-submits. 

Members of the Resident Advisory Board meet regularly with BHA staff to discuss the Plan. 

HUD Plan Public Notice

The Plan is available to residents and the public for 45 days for review and comment before being reviewed by HUD. In a typical year, the Annual Plan is available for public review on November 1 and the comment period closes on December 15. BHA places a legal notice in a newspaper each year, typically the Boston Globe and sends a notice in the mail to housing program participants alerting them to the Plan and how to access it as well as to provide comment.  Comments can be sent in writing through the mail, via email, and also at a public hearing.

Copies of the draft Plans are sent to the Resident Advisory Board and Local Tenant Organizations. The Plan is available at BHA’s Planning Department (52 Chauncy Street, Boston), see above for links to approved plan, at the Boston Public Library Copley Branch, and on the BHA website.

HUD Plan Public Hearing

BHA holds a Public Hearing each year to provide an opportunity for BHA residents and the public to comment on the Annual Plan. Typically BHA holds two public hearings with one being during daytime hours and one in the evening and also one of the hearings is in person while the other is virtual on-line. BHA includes the record of comments and responses in the final Plan package to HUD.

HUD Annual Plan Amendments

Occasionally the BHA will submit a significant amendment to its Annual Plan during the year.  This requires the BHA to hold an additional review and comment period and a public hearing.
