State Annual Plan
Executive Office of Housing and Livable Communities (EOHLC), formerly Department of Housing and Community Development (DHCD), required Housing Authorities with state-assisted housing to submit an annual plan for the first time in the fall of 2020. The next section deals with the current approved state plan for April 2026 through March 2027 also called Fiscal Year 2027 for which EOHLC has completed review. Following that comes the draft proposed annual plan for April 2027 to March 2028 also called Fiscal Year 2028. Below that is a link to the EOHLC annual plans archive for previous years.

Note there were two public hearings, December 8th, 2025: in-person at 11 AM at Boston City Hall Room 801, no registration required. Then later Dec 8th at 6 PM there was an on-line hearing and people do need to register using this information: tinyurl.com/BHApublichearing. (Copy and paste into an internet browser and it should bring you to an airtable page with the BHA logo and ask you a few questions.) After registering, you will receive a confirmation email with information about joining the meeting.
