General Description:
ABOUT THE JOB:
The Planning, Construction and Development department (PCD) oversees tens of millions of dollars of construction investment annually to maintain and enhance BHA’s public housing communities. Projects range from targeted capital improvements to comprehensive modernization and transformative redevelopments. The PCD Project Manager works as part of a team to plan, design, finance and construct BHA’s development projects. The Project Manager is responsible for one or more projects, coordinating the activities needed to bring each project to completion on time and on budget. Project Managers must bring to bear expertise in a broad range of competencies—planning and public engagement, affordable housing finance, design and construction. He or she reports to the department Director or Assistant Director, but works directly with internal and external teams. The Project Manager may supervise one or more Assistant Project Managers

Duties & Responsibilities:

  • Manages a team of consultants (including architects, engineers and attorneys) and contractors (including construction managers or general contractors) to plan and complete projects successfully.
  • Plans and manages resident engagement activities around capital planning, construction and community development programming.
  • Assists in the procurement of team members by drafting and managing Requests for Proposals and construction bidding.
  • Manages design and construction contracts, as well as contracts for relocation and other resident services.
  • Reviews and tracks the progress of plans and designs, maintaining close knowledge of scope of work and estimated cost of construction.
  • Manages the land-use, design review, permitting and entitlement processes.
  • Develops and manages project budgets, including tracking project costs, managing project payments and assembling funding requisitions.
  • Takes full responsibility for funding applications and the resulting grants and loans, representing BHA with outside partners.
  • Coordinates, with assistance from BHA Legal colleagues and outside legal counsel, financial and real estate closings.
  • Tracks construction progress, coordinating project meetings and maintaining ongoing effective communication among team members.
  • Serves as BHA’s in-house expert on all aspects of his or her construction and development projects, communicating key concerns, managing critical path deliverables, and making presentations to colleagues, residents and community stakeholders.
  • Takes responsibility for the successful completion and closeout of the project, including punchlist completion and the occupancy of dwelling units in compliance with all programmatic requirements.

Minimum Qualifications & Experience: Bachelor’s degree is required—and an advanced degree is preferred—in Planning, Public Administration, Architecture, Engineering, Construction Management, Real Estate Finance or a related field. At least two (2) years’ experience in project management or affordable housing finance is required. A combination of relevant educational or affordable housing development experience may meet the minimum requirements. Demonstrated ability to take initiative and carry out job responsibilities with a minimum of oversight is required, as well as excellent interpersonal skills, communication skills (both orally and in writing) and a high level of organization. Project management skills to coordinate effectively the work of project teams are required. Ability to think logically, analyze problems and develop critical path schedules is required. Demonstrated competence and sensitivity working with low-income, culturally diverse individuals are required, as well as a commitment to BHA’s mission to provide high-quality homes and foster community wellbeing.
