General Description: ABOUT THE JOB:
The Assistant Director of Rental Assistance Program reports directly to the Director of Rental Assistance Program. Under the supervision of the Director, this position is responsible for the administration, operations, and cost-effective management of the Leased Housing Division's rental assistance programs and other specialized initiatives. Specific areas of responsibility include the daily supervision of Renewal Managers and staff assigned to the Renewal Team
Duties & Responsibilities:
- Works daily under the direct supervision of the Director of Rental Assistance Program to administer, manage and ensure policy and regulatory compliance for the agency’s tenant-based and project-based rental assistance programs, including the City of Boston Voucher Program, Moderate Rehabilitation (MOD) program, Massachusetts Rental Voucher Program, (MRVP), Continuum of Care (CoC) program, Family Self Sufficient (FSS)Veterans Affairs Supportive Housing (VASH) program, and other specialized initiatives.
- Directly supervises the Managers assigned to the tenant-based Renewal teams and serves as a liaison between Managers and the Director of Rental Assistance Program.
- Manages and trains staff assigned to the above referenced areas, including conducting in-house training sessions as necessary to ensure staff are kept informed of pertinent changes in program requirements, rules and compliance standards.
- Actively ensures that staff are apprised of and meet ongoing auditing standards, reporting deadlines and data submission requirements of appropriate funding agents.
- Monitors staff performance for programmatic, regulatory and quality control compliance; provides ongoing supervision, guidance and corrective action as needed to Managers and staff.
- Prepares and submits regular reports to the Director of Rental Assistance on key metrics, including staffing performance, data reporting requirements, auditing compliance, case management efficiency, voucher utilization and program outcomes.
- Coordinates and oversees the staffing planning and implementation of special projects as assigned by the Director, including but not limited to, screening and lease-up of newly awarded vouchers, special-purpose voucher programs or funding utilization deadlines to avoid loss of allocations.
- Oversees the proper archival, retention and destruction of inactive participant files in full compliance with HUD record retention requirements and BHA policies.
- Assists the Director in addressing complex operational challenges, participant/landlord disputes, reasonable accommodation or VAWA request and human resources matters as they arise.
- Assists the Director in ensuring a high level of customer service standard for participants, landlords, and stakeholders and a positive public image of the agency.
- As delegated by the Director, serves as a liaison to other city and state agencies and other affordable housing industry partners, and represents the Agency by participating in community and industry activities to ensure a high degree of positive visibility.
- Monitors program performance metrics, including annual recertification, payment standard, landlord engagement and participant outcomes; recommends process improvements to enhance efficiency, equity, and service delivery.
- Collaborates with quality control, inspection, and finance team to maintain Housing Quality Standards (HQS), accurate Housing Assistance Payment (HAP), and fiscal integrity.
- Ensure adherence to fair housing laws, nondiscrimination policies, and special program requirements for vulnerable populations.
- Perform other related duties as required
Minimum Qualifications & Experience: A Bachelor's degree in business, economics, real estate, public administration or a related field is required. Three to five years of broad-based management experience including staff supervision and training in rental assistance programs with demonstrated knowledge of federal low-income housing program administration, including specific experience with the Section 8 program, the Code of Federal Regulations and the Code of Massachusetts Regulations, Familiarity with the Massachusetts State Sanitary Code and the Massachusetts landlord and tenant law are preferred. The successful candidate for this position shall also possess excellent verbal and written communication skills, as well as negotiation, as well as presentation and negotiation skills. The ability to speak a second language is preferred
