General Description:
ABOUT THE JOB:
Under the direction of the Director of Financial Operations, the Assistant Director of Cash Management manages the day to day receivable and payables operations of the Boston Housing Authority. This position is responsible for approving the processing of all landlord and tenant payments as well as FSS escrow payments and the posting of receivables as well as the review and close out of tenant and landlord accounts. This position is responsible for the regular monitoring of BHA’s banking activity and interfaces with the legal department in the pursuit of debts owed to the Authority.

Duties & Responsibilities:

  • Funds payroll and accounts payable transactions per check run and records appropriate journal entries.
  • Responsible for understanding relationships between bank accounts, only borrowing funds from eligible program sources when shortfalls occur.
  • Oversees the Accounts Receivable department, ensures deposits, billing and notifications are processed timely.
  • Oversees the Payroll department, ensures that regular and overtime pay are costed properly.
  • Responsible for issuing and monitoring BHA credit cards and balances.
  • Responsible for issuing and monitoring BHA gas cards, electric charging cards, and billing.
  • Backs up check run processing for payroll, accounts payable, and leased housing.
  • Monitors all bank accounts daily for overdrafts, transaction returns and possible fraud, including positive pay and ACH transactions.
  • Processes and tracks all deposits for non-tenant or landlord payments, both electronic deposits and paper checks.
  • Approves and processes monthly FSS escrow deposits, records interest and processes requests for disbursements from the escrow accounts.
  • Reviews accuracy of outstanding balance on tenant accounts after each move-out and ensure the processing of a refund, repayment agreement or balance notification as required.
  • Reviews all landlord overpayments and sends notification when amounts cannot be recaptured.
  • Responsible for 1099 processing and rejection verification.
  • Monitors vacancy loss payments between Leased Housing and BHA-Owned properties.
  • Manages AR write-offs, reconciliations to general ledger and allowance for bad debt.
  • Assists in responding to resident and property management inquiries.
  • Performs other related duties as required.

Minimum Qualifications & Experience: A Bachelor’s degree is required with a major in Accounting, Administration, Economics, Statistics, or a related filed. At least seven years progressively responsible experience in managing Accounts Payable, Accounts Receivable or Financial staff. A Master’s degree from an accredited college or university in Accounting, Administration, Economics, Statistics or a related field may be substituted for two years of experience.  Experience in directing accounting functions in a medium or large organization. Ability to maintain effective working relationships with all levels of Authority and supervisory agency personnel.
