RFQ #2236-04 Envelope and Mechanical Systems at Franklin Field

The Boston Housing Authority (BHA) invites qualified and experienced Trade Contractors firms to submit Statement of Qualifications (SOQ) to the BHA no later than 1:00 PM on September 30, 2026. SOQ shall be submitted via electronic transmission ONLY to bids@bostonhousing.org. The total estimated construction cost for this project is $42,949,888.00. This project is subject to a Project Labor Agreement.

This Request for Qualifications (RFQ) is the first part of a process as provided in M.G.L. c. 149A, § 8. Based on the SOQs received in this Phase I, BHA will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit bids in response to an IFB which BHA anticipates to be issued in October 2026. Trade contractors will execute a contract with the selected Construction Management at Risk firm and a Letter of Assent to the terms of a Project Labor Agreement.

Only Trade Contractors prequalified for this project in Phase I will be permitted to submit bids in Phase II.

The project consists of renovating 129 residential units in 7 three-story buildings comprised of concrete frame and brick/block exterior walls for the following work: addition of ventilation and central air conditioning; replacement of insulation, windows, and roofing, repairing walls, bathroom tubs; updating selected kitchen cabinets and flooring, and coordinating with the contractors responsible for installation of a new geothermal heating system and electrical upgrades on site.

At the time a Trade Contractor submits its SOQ, it must have a DCAMM Certification in the Trade Contractor Category for which it is seeking to be prequalified and submit a copy of its Certificate of Eligibility and Update Statement with its SOQ. This required SOQ is different from DCAMM Certification, all Trade Contractors must be prequalified for this project, even they are already DCAMM Certified in the contractor (trade) category for which they are seeking prequalification. The successful Trade Contractor respondent must be able to obtain bonding for the estimated construction cost for the trade work.
