RFP # 2463-01 Boston Housing Accelerator Fund Construction Lending and Investment Opportunities

The Boston Housing Authority (BHA) is furthering our mission to build and support healthy, sustainable communities by embarking on a new effort to spur housing production through publicly backed social lending and investment. The Housing Accelerator Fund, a project in collaboration with the City of Boston, was established to invest in the creation of mixed-income housing. The Fund supports three distinct types of projects: mixed-income rental projects (privately owned), mixed-income rental projects (publicly owned), and mixed-income homeownership projects. In order to unlock construction, the BHA will make available various products to facilitate reduced borrowing costs for construction and development firms.
 
The Boston Housing Authority (BHA) is currently seeking proposals from firms seeking construction loans or investments by the BHA. The BHA anticipates making available up to $35M for this purpose in its initial offering at competitive rates. The BHA reserves the right to negotiate loan or investment amount, rate, term or duration for compelling projects and to roll construction lending and investment into a permanent loan or investment product.
 
Inquiries Deadline: Inquiries or requests for modification to any provision of this RFP must be submitted by 2:00 PM on September 28, 2026 (the “Inquiry Deadline”) via email to bids@bostonhousing.org.
 
Proposal Deadline: Proposers responding to this RFP shall submit one (1) original and four (4) copies of their Proposal no later than 2:00 PM on Friday, October 23, 2026 (the “Proposal Deadline”) by mail or hand delivery to:

Each proposal shall be in a sealed envelope marked with the Proposer’s name, address, and telephone number. In addition to the five hard copies of the proposal, Proposers shall provide one (1) electronic copy of their proposal on USB media. This submission should be in Adobe PDF format. Proposers shall submit the fee and non-fee portions of their proposal under separate cover as follows:

1. One envelope shall be marked “BHA Job No 2463-01 Technical Proposal for Accelerator Fund Construction Lending”
2. The second envelope shall be marked “BHA Job No 2463-01 Fee Proposal for Accelerator Fund Construction Lending”
