IFB # 2067-02 Federal Pacific Panel Upgrades at Three Sites

The Boston Housing Authority, the Awarding Authority, invites sealed bids from Contractors for the EOHLC Project No. 035487, BHA Project No. 2067-02, Federal Pacific Panel Upgrades at Three Sites for the Boston Housing Authority in Boston Massachusetts, in accordance with the documents prepared by Hesnor Engineering Associates, PLLC.
 
The Project consists of:  Franklin Field State Family: Replacement of panelboards; Franklin Field State Elderly: Replacement of service disconnects; Archdale Family Development: Replacement of panelboards; 2000 Columbus Ave: Replacement of panelboards, service disconnect and meter bank.
 
The work is estimated to cost  $1,301,107

Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive. General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the category of Electrical.
 
General Bids will be received until 11:00 AM, Wednesday, May 06, 2026 and publicly opened, forthwith. The bid opening will also be available for live-viewing via Zoom:  https://tinyurl.com/2067-02bid
 
All Bids should be delivered to: Boston Housing Authority, Procurement Department, 52 Chauncy Street, Boston, MA 02111 and received no later than the date & time specified above.
 
General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the Boston Housing Authority.

General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The combined participation benchmark reserved for such enterprises shall not be less than 13% of the final contract price including accepted alternates. Request for waivers must be sent to EOHLC (shanyan.li@mass.gov) 5 calendar days prior to the General Bid date. NO WAIVERS WILL BE GRANTED AFTER THE GENERAL BIDS ARE OPENED.
 
PRE-BID CONFERENCE / SITE VISIT:
Date and Time: Wednesday, April 22, 2026 at 10:00 AM
Address: Archdale - 120 Brookway Rd., Roslindale, MA 02131; followed by 2000 Columbus (2000 Columbus Avenue, Roxbury, MA 02119 ); and Franklin Field Family/Elderly (91 Ames Street Dorchester, MA 02124 ).
Instructions: Please assemble at Archdale. From there, we will continue to 2000 Columbus and conclude at Franklin Field.
