The Administration Division establishes and oversees policy and provides direction for activities throughout the Authority. Responsibilities include ensuring overall compliance with applicable laws and regulations, as well as adherence to established goals necessary to fulfill the agency's mission. Additionally, Administration includes the important functions of Planning and Communications.

The Communications Office has primary responsibility for press relations and internal and external communications. The Planning Department is responsible for program development, and in conjunction with other departments, for charting the future direction of the Authority. Along with other staff, they serve as liaisons to neighborhood and citywide efforts.
