Job Title: ASSISTED HOUSING MOBILITY COORDINATOR (employment contract with benefits)*
Grade: 13
Salary Range: $49,730.81 - $62,838.08

General Description: Under the supervision of the Director of State and Set Aside Programs the Assisted Housing Mobility Coordinator serves as chief liaison for all Leased Housing programs that are implemented through collaboration and/or partnerships with other PHAs’or public/private agencies, with an emphasis on expanding the opportunities for upward mobility for Section 3 participants. Oversees new collaborative programs and is responsible to prepare program materials and literature. Works with partner agencies to implement all Leased Housing programs.



Duties & Responsibilities:
  • Administers programs with emphasis on financial management, evaluation, and accountability to HUD.
  • Establishes partnerships with local PHAs and coordinates PHA participation in program activities.
  • Establishes partnerships with landlords and property managers, local businesses, local government social service agencies, the media, and community-based organizations.
  • Develops marketing plans for the mobility programs (using in-house BHA staff and tools).
  • Responsible for overseeing any Fair Market Rent (FMR) analysis and exceptional rent requests.
  • Oversees the outreach and screening of Section 8 participants and new Section 8 recipients and ensures that participants/recipients meet program criteria.
  • Oversees referrals to outside agencies of eligible Section 3 participants/recipients, Analyzes the Section 8 administrative barriers to portability and identifies ways to address them.
  • Performs other related duties as required.


Minimum Qualifications & Experience: A Bachelor’s degree is required with major coursework in English, or a related field. Must possess knowledge of applicable federal and state laws, regulations, policies and procedures relating to the administration of the Section 8 program. Must also possess excellent written and oral communication, presentation and negotiation skills. Should be well organized and have a demonstrated competence and sensitivity for working with low income, culturally diverse individuals. Must have the ability to write, plan and evaluate action plans for program implementation. The candidate must have experience in management, budget/proposal preparation and in organizing systems to enable information sharing between agencies to minimize duplication of effort. Experience with computer software programs is required
