General Description: Under the general direction and supervision of the Director of Community Services, coordinates and promotes resident training and employment opportunities with residents, resident advisory groups, contractors and various Housing Authority departments. Monitors contractors adherence to established Resident Employment Program guidelines. Mediates and resolves resident employment program disputes between residents, management, union or contractors; and perform related work as required.
Duties & Responsibilities: - Develops, Coordinates and promotes the affirmative recruitment of residents for the Resident Employment Program;
- Works with contractors to development effective Implementation Plans to facilitate the affirmative recruitment of residents for the Residents Employment;
- Monitors contractor adherence to the established Resident Employment Program guidelines;
- Mediate and Resolves resident employment program disputes;
- Serves as liaison between the Authority, residents, local tenant organizations, program participants, contractors, and union representatives at various development worksite locations;
- Works with Community Services, Human Resources, and Housing Management to recruit residents and other qualified candidates for resident employment opportunities such as job fairs, etc;
- Maintain and controls records regarding resident participation in the Resident Employment program;
- Prepares utilization reports regarding the Resident Employment Program.
Minimum Qualifications & Experience: A Bachelor¡¦s degree in Human Resources Administration, Labor Relations, Business or Public Administration or related fields is desired. At least five (5) years of progressively responsible program/project management experience involving job development, recruiting, labor relations or other related employment/development programs is highly desirable. Considerable knowledge of the principles, practices and techniques of resident employment initiatives and development programs; good knowledge of principles and practices of public administration; knowledge of public housing organization, functions and administration; knowledge of applicable sections of federal, state and local laws. Ability to plan, develop, implement and monitor various program components; establish and maintain effective working relationships with others; express ideas and information clearly and concisely both and in writing; ability to operate personal computers and utilize software relevant to assigned functions.
