General Description: Under the direction of the Administrator/CEO or designee, the Director of Real Estate Development has the overall responsibility for managing the operations and administration of the Real Estate Development Department. Critical functions of this position include real estate development, multi-family design, construction, finance, program administration and federal, state and municipal regulatory compliance. Supervises the leveraged and mixed financing programs of the Authority. Supervises the design of mixed-finance and bond financing in order to develop affordable housing. Serves as HOPE VI Program Director. Oversees urban design, development of professional and technical staff, as well as various clerical and administrative personnel. As part of a team, negotiates development, regulatory and operating agreements on behalf of the BHA. Coordinates assigned activities with other City of Boston departments and outside agencies. As a member of the Boston Housing Authority Senior Staff, participates in proposing, advising and implementing agency policies and procedures; issues Requests for Proposals as needed; assumes special projects as required.
Duties & Responsibilities: - Oversees the development, implementation and evaluation of policies, procedures and guidelines for the programs and operations of the Department.
- Holds primary responsibility for creating redevelopment strategies and overseeing implementation.
- Assists in structuring and negotiating of real estate development transactions, including HOPE VI, bond financing and use of Low-Income Housing Tax Credits.
- Negotiates documents related to (re) development deals.
- Provides coordination leadership within the organization to ensure deadlines and program goals are met.
- Communicates orally and in writing with regulatory officials, funding agencies and other governmental entities regarding issues related to the BHA development programs.
- Proposes budget and staffing levels for the department.
- Performs other related duties as required.
Minimum Qualifications & Experience: Education equivalent to graduation from a four-year accredited college or university with a major in real estate, business administration, urban planning or a related field. Relevant experience in the area of design, construction or complex affordable housing development may be substituted for formal education requirements. Seven to ten years professional experience in design, development project management or, preferably, affordable housing development, with progressively increasing responsibility required. Minimum of seven years of such experience must include supervision of a diverse program portfolio and a mixed professional/clerical staff related to or working in the fields of real estate finance or housing development. Computer literacy essential. Experience in the public sector is preferred.
