General Description: Under the supervision of the Director of Civil Rights, the Civil Rights Specialist will coordinate the implementation of the Authority's fair housing and civil rights policies for applicants and residents, including response procedures and investigation of all complaints.
Duties & Responsibilities:
- Directs and supervises civil rights investigations conducted by other staff.

Performs investigations as needed.
- Issues detailed reports containing finding and recommendations.
- Develops and coordinates resident outreach activities.
- Develops and coordinates the publication and distribution of a BHA Fair Housing Guide.
- Maintains close communication with the Boston Police Department and the RHA Occupancy, Operations, Legal and Public Safety Departments.
- Supervises fair housing and civil rights investigations and makes appropriate recommendations.
- Coordinates compliance with the BHA's Civil Rights Protection Plan.
- Conducts internal investigations of civil rights violations.
- Provides guidance to agency personnel on a wide range of civil rights issues.
- Develops training, enforcement and investigation strategies.
- Conducts civil rights training as appropriate.
- Serves as liaison to community organizations, resident task forces and law enforcement agencies.
- Works closely with BHA and Boston Police regarding criminal civil rights investigations.
- Mediates disputes.
- Perform other related duties as required.
Minimum Qualifications & Experience: A Bachelor's degree is required. A post graduate degree in public policy, criminology, or law is preferred. Professional investigative or other appropriate experience is required. Experience dealing with civil rights issues and hate crimes is required. Working knowledge of state and federal civil rights and fair housing laws and regulations. Excellent written and oral communication skills. Demonstrated organizational skills. Superior analytical and interpersonal skills. Ability to work independently.
