General Description: GENERAL DESCRIPTION:
Under the direct supervision of the Special Deputy Administrator and/or his/her designee, the Director of Human Resources manages the Human Resources Department and is responsible for administering the Authority's human resources policies, procedures and related legal requirements. The Director participates in collective bargaining with unions, administers collective bargaining contracts and the Senior Management Plan and Exempt Employee Plans, including disciplinary matters. The Director is responsible for ensuring that the Authority's personnel records are in compliance with Federal and state laws and regulations, as well as directing the Human Resources Department on major areas of employment including employee relations, recruitment, training, management development, and salary administration.
Duties & Responsibilities: - Manages the operation of the Human Resources Department including supervision of staff, maintenance of management information systems and personnel records.
- Establishes goals and priorities for the department and sets standards and guidelines for effectively communicating Human Resources activities throughout the Authority.
- Oversees the effective operation of the hiring process, including recruitment, screening and selection process, advertisements and postings.
- Develops and administers relevant training programs.
- Serves as a member of the Authority's collective bargaining team; administers collective bargaining contracts including disciplinary matters.
- Administers the Authority's benefits programs.
- Administers the Authority's performance evaluation program.
- Reviews and approves appropriate personnel actions and makes recommendations for grade/step changes.
- Serves as a member of the Authority's senior staff.
- Performs other related duties as required.
Minimum Qualifications & Experience: MINIMUM QUALIFICATIONS AND EXPERIENCE:
Bachelor’s degree with specialization in human resources, business administration or a related field required. Masters or advanced degree preferred. Five years of management experience in human resources required, with experience in a union environment, preferably in the public sector. Knowledge of federal and state laws and regulations as they relate to human resources. Ability to interpret and resolve sensitive issues in order to support BHA departments in meeting business objectives. Experience working with agencies enforcing state and municipal laws and regulations. Demonstrated knowledge of employee relations, labor/employment law, business operations and strong communications/interpersonal skills.
