General Description: Under the supervision of the Director of Property Management, the Director of Capital Construction is responsible for managing all operations of the Capital Construction Department, supervising staff including administrative and technical staff, developing annual and five year capital plans for submission to DHCD and HUD, managing design and construction schedules, creating and maintaining on-going capital needs analyses, and managing all capital budgets. Works in cooperation with other departments, including site management and maintenance, the budget department, the accounting department and planning to perform all work. Insures appropriate tenant participation in all planning and design activities. Works primarily with family developments with limited oversight and monitoring of Elderly capital operations.
Duties & Responsibilities: - Creates and maintains capital needs assessments of all family developments.
- Develops annual and five-year capital plans in accordance with Annual Plan Development requirements for all federal family developments, incorporating plans created by Elderly Capital Unit. All planning to include input from development property managers and residents.
- Develops and submits periodic CAR applications for state, family and elderly developments for submission to DHCD, including participation from development property managers and residents
- Assigns projects to various members of staff; manages an overall schedule of projects, including periodic reports to all staff of status of projects in planning, design and construction.
- Insures adherence to all HUD and DHCD rules and regulations as well as BHA and state procurement regulations and policies.
- Oversees preparation and issuance of all change orders, periodic payments, and contract closeout processes.
- Insures regular supervision of all staff, including oversight of annual evaluation process.
- Determines staffing needs for the department and makes personnel action recommendations.
- Manages budgets for all projects and overall administrative budgets to adhere to BHA and regulatory agency guidelines.
- Produces regular project and budget reports as needed.
- Insures that all reports to regulatory agencies are accurately submitted in a timely fashion.
- Performs other related duties as required.
Minimum Qualifications & Experience: Selected candidate will have a record of successful implementation of public construction projects, at least ten years experience at a professional level within the construction industry, five of which must include principal responsibility for project execution and supervision of administrative and technical staff. Must have a degree in engineering or architecture, and/or public administration. Must have excellent communication skills, both oral and written.
