General Description: This individual is in charge of the Department of Inspections within the Leased Housing Division. Reports to the Chief Officer of Occupancy and Leased Housing and is responsible for the daily operation of the Inspection Department. Supervises the Inspection Manager and all Inspection Department staff. Regularly consults with other divisional Directors. Specific duties include but are not limited to the following:

Duties & Responsibilities: • Monitors all inspection activities within the Leased Housing Division, including but not limited to the scheduling of all initial and annual inspections, owner and tenant complaint inspections as well as other inspection types that are required from time to time. • Monitors completed inspections as required by regulation to ensure consistency and adherence to all regulations. • Provides staff training on an ongoing basis to all inspection staff. • Provides informational sessions for landlords on HQS, rent reasonableness determinations and BHA policy and procedures. • Responsible for developing and maintaining database of private market rental amounts within the Authority’s service area for purposes of determining rent reasonability. • Performs monthly review of rent approvals performed by the Market Specialist for the purpose of ensuring adherence to rent reasonability practices. • Visits properties and performs rent re-evaluations when there is a disagreement over rent approval amounts. • Meets with owners and participants for the purpose of resolving inspection related disputes. • Along with the Inspection Manager, responsible for the abatement and resumption of rental payments to property owners. • Supervises all dispatching and general office activities within the Inspection Department. • Assures proper retention and disposal of records as well as pre¬sentation of records in court or elsewhere as required. • Ensures compliance with all internal, local, state and federal reporting requirements. • Responsible with other Directors in the division for maintaining the Operations Manual. • Disseminates agency regulatory changes to staff, landlords, and other interested parties. • Responsible for overseeing all personnel actions within the department. • Oversees quality control programs, fraud, and program abuse and mismanagement control activities as they pertain to the Inspection Department. • Acts as a liaison to the City’s Inspectional Services Department. • Performs other related duties as required.

Minimum Qualifications & Experience: Bachelor’s degree in Public or Business Administration or a related field is required and a Master’s Degree is preferred. Requires extensive knowledge of subsidized housing field, State Sanitary Code, housing inspection techniques. Excellent knowledge of rental market required. Ability to communicate effectively, both orally and in writing. Experience with control systems, computers and general office management. Significant (at least three years) supervisory experience required. Relevant experience may be substituted for the formal education requirements.
