General Description: This is a senior administrative position reporting directly to the Administrator or her designee which is responsible for the management and administration of the Authority’s Civil Rights activities, including its Civil Rights Protection Plan, Equal Opportunity and Affirmative Action Policy, Contract Compliance Program including Minority and Women-owned Business participation, Federal Section 3 Resident Employment Program as well as coordination with other departments in administration of the Authority’s Reasonable Accommodation Policies in housing and employment, Fair Housing compliance, Workplace Harassment Policy, training in civil rights issues and applicable BHA policies. Conducts and supervises investigations involving complaints of violations of civil rights policies
Duties & Responsibilities: • Monitors the Authority’s compliance with Fair Housing, Civil Rights laws and its own policies including those mentioned in the General Description above. Reports areas of concern to the Administrator and appropriate Department heads and works collaboratively on solutions.
• Investigates complaints of violations of the Authority’s Civil Rights Protection Plan
and its Workplace Harassment Policy and makes recommendations consistent with these policies.
• Advises BHA staff and coordinates, as necessary, compliance with the Authority’s Reasonable Accommodation Policy in housing programs and in employment. Investigates requests for accommodations as necessary. Convenes BHA staff as necessary for determinations. Hears appeals as required by the Policy. Provides technical assistance to persons making reasonable accommodation requests. Provides information and training to outside groups as requested. Makes recommendations to appropriate departments.
• Administers the Authority’s Equal Opportunity/Affirmative Action Policy, revising and updating it as necessary, working with Executive and Senior Staff to implement its requirements and goals. Hears EEO/AA Policy grievances together with the Director of the Department of Human Resources. Assesses the Authority’s compliance and reports on results to the Administrator.
• Manages the Authority’s oversight of construction contract compliance, utilization of minority and women-owned businesses, compliance with Section 3 utilization of BHA residents, and other construction-related compliance obligations.
• Develops, in collaboration with other departments, monitors and assesses the Authority’s implementation of EEO/AA and Fair Housing requirements; reports on results to the Administrator.
• Trains BHA staff on a regular basis in employment and housing-related civil rights requirements, Reasonable Accommodation policies, Fair Housing, and EEO/AA requirements.
• Promotes with outside agencies and groups BHA’s commitment to Fair Housing and Equal Opportunity. Provides training as appropriate.
• Supervises and trains staff of the Office of Civil Rights
• Performs other related duties as required.
Minimum Qualifications & Experience: Bachelor’s degree is required. Extensive knowledge of all civil rights laws is required. Experience in compliance with Fair Housing, Equal Opportunity, M/WBE programs and managerial and supervisory experience of at least 3 years is required. Law or public policy degree is preferred.
