General Description: The Housing Manager I have overall responsibility for the supervision of and operation of one to three family developments usually totaling 501 to 1500 units. The Housing Manager I position reports directly to the Assistant Director of Property Management. The Housing Manager I supervises and develops a staff of employees assigned to each development and is responsible for the achievement of established objectives.

Duties & Responsibilities: • Establishes development management objectives. • Develops and manages project operating and CIAP budgets. • Develops management plans in consultation with the Assistant Director of Property Management. • Manages and supervises all development based personnel which includes the hiring of staff, establishment of performance standards, periodic performance evaluations, the delivery of or the recommendation for disciplinary action up to and including suspensions, conducts staff meetings, approves annual and sick leave, and monitors absences including responsibility for a sick leave usage reduction program. • Coordinates purchasing activities at the development level including the control and administration of a petty cash fund. • Purchases materials and supplies up to authorized amounts and the oversight of purchasing programs designed to increase purchases from local vendors. • Establishes public safety priorities and coordinates activities with the Public Safety Department. • Coordinates occupancy matters, the making of file eligibility determinations, the review and implementation of intra-development transfers, the development and implementation of programs to achieve and maintain minimum rent collection standards. • Oversees the planning and delivery of maintenance services including the supervision and direction of the Maintenance Superintendent, the planning of complex repair and renovation programs, the monitoring of all minimum maintenance performance standards. • Develops and implements local energy conservation efforts. • Monitors the administration of accident reduction and safety programs in concert with the Risk Management Department and the Authority's Worker’s Compensation insurer. • Develops and administers programs to improve community relations within the development and in the surrounding community. • Prepares accurate performance reports as may be required. • Performs other related duties as required.

Minimum Qualifications & Experience: A Bachelor's degree is required. Three years of increasing levels of responsibility in the areas of administration, personnel supervision/evaluation, budgeting, the development of work programs, manpower scheduling/deployment, and program analysis. Experience in working with client (constituent) populations. Experience in community relations, previous housing management and/or maintenance supervisory experience or public redevelopment experience is desirable. Certification as a public housing manager is required or the ability to obtain such within eighteen months after assuming the position of Housing Manager I. Two years of additional professional experience in the areas outlined above may be substituted for the degree requirement.
