General Description: The Construction Representative performs duties and has responsibilities which resemble those typically associated with an Owner’s Project Representative (OPR) or a Clerk of the Works (Clerk). Typically, an OPR or Clerk is assigned to a single construction project and is stationed at the site; however, depending upon the size and complexity of the projects, the Construction Representative may be responsible for two or more projects simultaneously. The Construction Representative is required to maintain a significant familiarity with the quality and progress of each project. He or she reports to one of two Senior Project Managers but works with individual BHA Project Managers or Project Architects on a day-to-day basis.
Duties & Responsibilities: · Reviews contract documents (CDs) in order to gain the familiarity required to monitor construction conformance.
· Attends weekly job meetings with the contractor, consultant architect/engineer, and BHA Project Manager/Architect.
· Reports daily on construction progress, apparent conformance with CDs, and unresolved issues or disputes.
· Periodically inspects the work of the various trades carrying out the construction in order to "spot check" for conformance with CDs.
· Reports in writing any deviation discovered.
· Periodically reviews the contractor’s record copy of the drawings (“as-built”) to confirm that all changes are being documented.
· Reviews monthly "Pencil Requisition" and final application for payment and makes recommendations to the consultant A/E and BHA Project Manager/Architect.
· Maintains construction records including correspondence, change order requests, change orders, approved schedules, meeting notes, submittals, shop drawings, applications for payment, etc.
· May perform other duties as assigned by the Senior Project Manager to ensure the success of the project(s).
Minimum Qualifications & Experience: Minimum of 5 years’ experience in comprehensive construction administration/management, or as Clerk of the Works or as Architect/Owner's Project Representative is required. Significant experience in low or moderate income housing and/or occupied buildings, as well as experience in publicly-funded projects is strongly preferred. Massachusetts Construction Supervisor's License preferred. Demonstrated ability to take initiative and carry out job responsibilities with a minimum of oversight required, as well as good interpersonal skills, communication skills (both orally and in writing), and a high level of organizational ability.
*All BHA employees with regular status, who apply for and are hired to fill a contract position, will retain their regular status.
