General Description: Under the direction of the Senior Project Manager/Capital Project Manager, the Project Manager is responsible for planning and managing construction projects at state and federally-funded public housing developments in Boston. Projects range from life cycle component replacement work (roofs, building envelope, doors, windows, etc.) to major systems upgrades (primary and secondary electrical service, HVAC systems, underground utilities, environmental remediation etc.) Assists senior staff in identifying and prioritizing needs for capital improvements at Boston Housing Authority developments. Serves as liaison to property managers, regulatory officials, and other outside interests; meets with residents as needed. Responsible for completing projects within schedules and budgets while monitoring the highest level of design and construction quality possible.

Duties & Responsibilities: ·Responsible for the procurement, management and administration of design and construction contracts. ·Plans the project scope of work, budget, and schedule; commissions investigative studies as needed. ·Prepares Requests for Proposals (RFPs) and manages the selection process of consulting architects and engineers and/or acts as liaison to the state Designer Selection Board. ·Reviews architectural and engineering plans, specifications, and cost estimates for accuracy, completeness, and appropriateness. ·Manages public bidding process per MGL Ch. 149 and MGL Ch. 30; reviews and recommends all contract awards. ·Inspects projects, directly and/or through a Clerk of the Works; reviews and approves change orders; and reviews and approves consultant and contractor payments to ensure correctness, availability of funds, and conformance with funding agency requirements. ·Assists with the preparation of funding applications. ·Interfaces with federal and state project management staff. ·Performs other related duties as required.

Minimum Qualifications & Experience: Bachelor’s degree in engineering, architecture, or construction management required; experience may be substituted for formal education requirements if it is demonstrated that such experience is directly applicable to the duties and responsibilities of the position. Minimum of 5 years’ relevant experience, in addition to Bachelor’s degree or equivalent, required. Knowledge of Massachusetts construction regulations and generally accepted construction and trade practices is necessary. Excellent organizational and oral and written communication skills required. Proficiency in word-processing and spreadsheet applications strongly preferred.
