General Description: Under the supervision of the Budget Director, the Capital Budget Analyst is responsible for a broad range of quantitative and administrative activities relating to the management, policies, regulations and funding of the Authority's Capital programs. Working with the Division of Design and Development and Finance and Accounts is responsible for all financial aspects of the Authority's capital budgets. Regular contact with a wide array of Authority staff (both peer and senior) is necessary in order to provide adequate technical assistance and information within assigned areas of responsibility. Extensive computer use assists the Capital Budget Analyst in the production, distribution and analysis of regular and special management reports consisting of financial and operational data. Special projects are frequently assigned often pertaining to analysis of expenditure data and/or documents pertaining to specific budgets within the capital program.
Duties & Responsibilities: - Maintains the Capital Budget in the Authority's central computer system.
- Produces, analyzes and recommends action and distributes monthly budget to expense variance reports for all aspects of the capital program.
- Provides assistance to project managers in coordinating the use of capital funds to achieve programmatic objectives.
- Develops, maintains and uses spreadsheets and databases to assist in the identification of financial or operational trends and to provide a quantitative basis for recommended courses of action.
- Assists the Division of Design and Development in the preparation of specific components of the Authority's capital budget submissions.
- Works closely with the Finance and Accounts and Design and Development departments to ensure integrity of budgets and expenditures for internal and external reports.
- Reviews and recommends approval/disapproval of requests for authorization to encumber capital funds.
Performs other related duties as required.
Minimum Qualifications & Experience: Must have a Bachelor’s Degree in business administration, accounting, real estate, finance or a related field. MBA is preferred. Must be computer literate and have demonstrated effective verbal and written communication skills. Must have proven ability and interest in producing detailed quantitative and analytic work. Must be able to coordinate a wide range of responsibilities, work productively under time constraints and be able to interact effectively with a broad array of junior, peer and senior employees. A working knowledge of State and Federal public housing policies, regulations and accounting requirements is needed in order to provide, analyze and, where appropriate, recommend funding or management options.
