General Description: Under the direct supervision of the Senior Occupancy Specialist and the Assistant Director of Occupancy, evaluates and makes recommendations relative to the eligibility and suitability of households seeking admission to BHA’s public housing program. Conducts personal interviews and preference checks, making home and/or field visits when necessary, collecting, reviewing and assessing information and documentation including CORI data. Responsible for completing an average of 42 cases per month, including interviewing and follow-up screening activities. Conducts informational briefing sessions at the central office or at other locations to familiarize applicants with the public housing process.
Duties & Responsibilities: - Reviews information and data on file pertaining to each applicant.
- Interviews applicants on a scheduled basis and based on the review and interview, determines whether applicants meet program eligibility requirements.
- Contacts and interviews references to determine whether applicants meet the BHA’s suitability standards.
- Requests additional documentation from the applicant and/or references and/or makes field visits and/or visits to the applicant’s place of residence when appropriate.
- Maintains written records of all telephone reports and observations.
- Submits recommendations as to final eligibility and/or suitability in accordance with BHA’s Admissions and Continued Occupancy Policy or its successor.
- Prepares all relevant written reports.
- Ensures that all requirements for written, independent verification of information are met in a proper and timely manner.
- Based upon a review of all information assembled, determines the existence of specialized housing needs which require placement in a particular type of residential complex or unit.
- May determine applicant’s need for special services or assistance from third- party providers such as relatives or social / medical service agencies.
- When the need is indicated for special assistance, requires that written detailed commitments of such services or assistance be submitted and reviews same for appropriateness.
- Reviews and evaluates Criminal Offender Record Information.
- Calculates rent according to federal and state regulations.
- Consults with co-workers and other staff on screening issues.
- Ensures that all information regarding the applicant is current and accurate.
- As directed, conducts and/or participates in briefing sessions for groups of prospective applicants, familiarizing them with BHA’s Admission and Continued Occupancy Policy or its successor, BHA waiting lists, the application process and the application itself.
- Performs other related duties as required.
Minimum Qualifications & Experience: High school diploma or GED is required. A Bachelor’s Degree is preferred. Two or more years of experience in work requiring investigation, interviewing and/or needs assessment. Specific education in related areas may be substituted for some portion of the experience. The capacity to perform simple mathematical calculations quickly and accurately is required. Superior verbal and written communication skills are required as well as good organizational skills. Must be able to relate positively and in a professional manner to persons of all races, ehtnicities, income levels and age groups. Proficiency in a language other than English is highly desirable.
