General Description: Under the general supervision of the Director of Occupancy and the direct supervision of the Assistant Director of Occupancy the Transfer Process Coordinator is responsible for administering every facet of the Authority’s Resident Transfer Process that occurs within the Occupancy Department including responsibility for securing all reports related to a Transfer request, compiling recommendations, obtaining additional verification, scheduling meetings and notifying all parties of the results of the meeting of the Transfer Review Committee.

Duties & Responsibilities:
  • Receives and processes transfer applications from public housing residents.
  • Reviews each application for completeness and legibility and follows through for correctness.
  • Performs all data entry tasks related to the transfer process.
  • Researches information to determine resident eligibility for transfer and verifies the information provided on the transfer application.
  • Verifies applicant’s rent status and compliance with lease requirements as reported by the Property Manager.
  • Refers applications to other departments for review and recommendation, if appropriate, and processes for further action upon return.
  • Prepares all applications for review by the Transfer Review Committee (TRC).
  • Provides staff support to the TRC.
  • At the direction of the TRC, prepares and transmits notices of approval or disapproval to the resident, property manager and other appropriate parties.
  • May, at the direction of the TRC or his/her own initiative confer with other Authority staff or other entities outside the Authority regarding resident transfer requests.
  • Effectuates the assignment of certain types of transfer such as Administrative, on-site over and under-housed transfers.
  • Maintains all files related to resident transfers in an orderly, efficient and current manner.
  • Secures all reports related to a transfer request.
  • Compiles recommendations.
  • Obtains additional verification.
  • Schedules meetings and notifies all parties of the results of the meeting of the Transfer Review Committee.
  • Supervises department staff.
  • Performs other related duties as required.


Minimum Qualifications & Experience: Bachelor’s Degree in Business Administration or Human Services required. A working knowledge of BHA’s Occupancy systems can account for all or part of the educational requirements. Excellent analytical and computer skills required. Ability to communicate effectively both verbally and in writing and relate positively to all BHA residents and staff. Proficiency in a language other than English is highly desirable. Ability to effectively manage multiple tasks simultaneously. Experience in preparing reports both written and computer generated is essential.
