General Description: Under general supervision, assists the Director of Occupancy in the administration and operation of the Occupancy Department. Primary responsibilities include the oversight of the Application Intake and Screening Process for all of the BHA’s Public and Leased Housing Programs. Directly supervises staff and all functions of the Occupancy Department including application intake, applicant screening, verification of applicant eligibility, scheduling personal interview appointments, obtaining, evaluating and safeguarding CORI, residual tenancy screening, the screening of additions to resident households, conducting daily informational briefing sessions, assessing eligibility for priority and transfer status, housing offer assignment functions, waiting lists, management, marketing and customer service.

Duties & Responsibilities:
  • Maintains and updates the Occupancy procedures, policies and forms in accordance with HUD and DHCD regulations as well as Massachusetts laws.
  • Trains staff in policy, procedures, law and regulation changes that affect the Occupancy Department.
  • Reviews and monitors applicant files processed by the Occupancy Specialists.
  • Supervises all Occupancy Department staff.
  • Prepares correspondence on screening policy and cases and may be required to interface with the BHA Legal Department when decisions are challenged.
  • Ensures that policies governing priority eligibility are being applied accurately and consistently.
  • Assists screening staff with questions and problems as needed.
  • Maintains a log of all cases leaving the screening process.
  • Monitors caseloads and interviews conducted by the Occupancy Specialists to maximize productivity and customer service to clients.
  • Works with the Director of Occupancy in budget preparation and Department planning.
  • Reviews and makes decisions on Good Cause and Reasonable Accommodation requests.
  • Monitors and ensures there is a sufficient number of cases in the screening process for each housing program.
  • Reviews housing offer assignment process for accuracy and signs off.
  • Monitors the waiting lists updates and ensures that applications are processed in a timely manner and in accordance to all applicable policies.
  • Oversees the transfer process and serves as designated member of the Transfer Review Committee.
  • Marketing and management of the Public Housing and Leased Housing (section 8) waiting lists.
  • Reviews and determines eligibility for Residual Tenancy and Supported Housing Applications.
  • Assumes full responsibility for the operation of the department in the absence of the Director.
  • Performs other related duties as required.


Minimum Qualifications & Experience: Bachelor’s Degree is required, Master’s preferred in the field of Public management or other related fields. Knowledge of fair housing regulations and procedures is essential. Must have at least five (5) years experience managing federal housing programs, preferably in the area of Occupancy. Experience managing Public Housing Programs and Section 8 Programs is preferred. At least two (2) years experience in a supervisory capacity is desirable. Experience may be substituted for the formal educational requirements if it is demonstrated that such experience may be directly related to the duties and responsibilities outlined above. Ability to relate positively to the public and to deal effectively with the many diverse problems of public and leased housing applicants, and residents. Ability to write and speak effectively is required as is the capacity and willingness to effectively supervise a large staff performing various functions. Fluency in a language other than English is highly desirable.
