General Description: Under the supervision of the Assistant Director of MIS, the System Analyst I will oversee the utilization of the Boston Housing Authority’s (BHA) various software application products, including major application suites, departmental applications, desktop applications, and phone applications. The System Analyst I will act as a liaison between the MIS Department and BHA departments involved in administrative and housing operations. The System Analyst I will support these BHA departments, ensuring that the applications meets the departments’ business and reporting needs, that BHA users are adequately trained in the use of the applications, that the applications’ performance and security are optimized, and that all other issues around the use of the applications are identified and resolved. The System Analyst I will monitor administrative and housing policies and procedures and recommend changes and enhancements to applications as necessary.

Duties & Responsibilities:
  • Works with BHA departments to analyze and assess applications’ functionality and users’ needs.
  • Evaluates and recommends solutions for BHA business problems.
  • Develops and implements application solutions to support BHA business needs.
  • Works with other MIS staff to develop and deliver basic, intermediate, and advanced user training.
  • Works with other MIS staff to ensure that any custom programming meets users’needs.
  • Monitors state and federal policies to ensure BHA’s Compliance around data tracking and reporting.
  • Responds to system problems and restore system functions as required.
  • Performs other duties as assigned.


Minimum Qualifications & Experience: Candidates must have a Bachelor’s degree in Computer Science or related subject. An advanced degree in information management highly desirable. Knowledge of, and experience with, major software systems is required. Knowledge of, and experience with, public housing operations is preferred. Knowledge of the UNIX and Windows operating systems, SQL databases, client-server architecture, Windows NT networking, Windows 98/2000/XP, ODBC, and telephone applications is a plus. Candidate must have at least three years experience supporting major software systems, preferably for large business or public organization. Candidates must have experience in the diagnosis and resolution of user-oriented issues and technical issues. Candidates must be capable of working independently and with other MIS staff and must be capable of relating to a wide variety of system users with various levels of familiarity with systems and technology. Candidates must possess extremely strong communication skills and user support abilities. Candidates must work as part of a team of MIS professionals. At least three years experience in administrative and housing operations is strongly preferred.
