General Description: Under the direction of the Assistant Director of Property Management for Elderly & Disabled Housing and the Building System Manager, oversees the implementation and management of the Operations and Maintenance (O&M) Plan in 36 elderly program developments throughout the city. The APM will be responsible for managing the maintenance of elderly portfolio buildings as it pertains to asbestos containing materials using the O&M Plan as developed by the Boston Housing Authority and its consultant, and in compliance with all applicable local, state and federal laws and regulations. In this capacity, the APM may also take on tasks related to management of lead paint maintenance, contaminated soils maintenance and other maintenance programs dealing with containment and treatment of hazardous materials throughout the public housing portfolio.
Duties & Responsibilities: - Acts as in-house expert on asbestos-related maintenance matters.
- Assists maintenance staff by advising on proper methods for performing repairs and otherwise maintaining areas of buildings and grounds with asbestos containing materials (ACM).
- Ensures that abatement and O&M activities are conducted by trained; qualified personnel.
- Checks active abatement projects in progress to assure procedures and policies are being followed.
- Ensures that building workers, outside contractors, and residents are notified of the location, type, quantity, and condition of ACM and PACM that they might disturb.
- Keeps records of all asbestos-related activities for the Elderly properties.
- Notifies building residents, workers, and outside contractors where PACM are located in the building as per local, state and federal regulations.
- Assigns workers to tasks involving work that may disturb PACM.
- Implements training programs as needed for maintenance and management staff.
- Coordinates the procurement of necessary materials and supplies.
- Obtains the services of consultants and contractors as needed for dealing with hazardous materials.
- Insures that necessary notifications and reports are made to local, state and federal agencies when dealing with asbestos and other hazardous materials.
- Develops methods for storage and disposal of (ACM).
- Performs other related duties concerning (ACM) and other kinds of hazardous materials
Minimum Qualifications & Experience: Bachelor’s Degree is preferred, preferably with a concentration in construction, maintenance, or other technical areas. At Least 5 years experience may be substituted for Bachelor’s Degree. Must possess the following Massachusetts certifications: Certified Asbestos Project Monitor, Certified Asbestos Inspector, and have an NIOSH 582 Equivalent Certification for Air Sampling and Analysis for Asbestos. Excellent written and oral skills are needed. A full knowledge of all local, state and federal regulations regarding asbestos required. Knowledge of other hazardous materials desired. Ability to use Word and Excel programs needed and Access Data Base ability preferred. The ability to work in a public housing setting and nights and weekends when needed is a necessity.
