General Description: Under the direction of the Director of Property Management and Operations, the Assistant Director is responsible for managing the day to day operations of management and maintenance of a number of public housing developments with between 2500 – 3700 units. This position includes supervision of management, maintenance, capital improvements, resident services and security operations. Responsible for setting policy and procedural direction; supervision of a program maintenance supervisor, between 4 and 8 direct reports, and a total staff of between 100 – 150 individuals, and may include supervision of some private management contracts.
Duties & Responsibilities: - Insures appropriate management including rent-up, rent re-certification, maintenance of high rent collections, and other routine management tasks.
- Insures appropriate response to all maintenance requests, adequate inspections of apartments, develops and implements preventative maintenance procedures.
- Develops and implements capital improvement program or has significant input into planning and implementation of such a plan.
- Works with residents, management and Public Safety to insure adequate security is maintained at all developments to insure resident safety.
- Implements staff development and training programs.
- Develops and implements appropriate resident services program at developments in cooperation with the Community Services Department.
- Monitors and manages private management contracts as required.
- Provides direction and leadership to all staff.
- Implements appropriate planning and budgeting procedures and policies.
- Works with resident organizations to develop policy and to resolve development based problems.
- Prepares and conducts annual staff evaluations.
- Performs other related duties as required.
Minimum Qualifications & Experience: A Bachelor’s Degree and at least twelve progressively difficult years of housing management experience are required. Professional experience in providing service to low-income populations and in dealing with constituencies with diverse ethnic backgrounds is required. Excellent written and oral communication skills. Ability to use basic Windows word processing and spreadsheet applications required.
