General Description: Under the general direction of the Administrator or designee, the Director of Property Management and Operations is responsible for overseeing public housing operations relating to the management of the Authority’s real estate assets. Directs and supervises the Assistant Directors of Property Management, the Regional Managers and Contract Administrators for BHA’s multi-family developments and for its properties for the elderly and disabled. In addition, the Director oversees the Director of Community Services, the Service Program Coordinator, Manager of Emergency Services, Program and Policy Coordinator and Heating Plant Coordinator. In order to coordinate better repairs and upgrades to the physical plant, the Director also supervises the Director of Capital Construction.
Duties & Responsibilities: - Oversees the development and implementation of programs designed to ensure the safety of BHA residents.
- Ensures the Authority’s compliance with federal, state and local government laws and regulations.
- Administers and directs all property management operations.
- Develops and executes policies and programs.
- Monitors operations to ensure compliance with all federal, state, municipal and local policies, procedures, regulations and statutes.
- Works with private management agents of the BHA family developments.
- Designs, prepares and monitors standard operating procedures, work plans and schedules for a variety of staff to ensure that appropriate resources are focused on property and asset management.
- Visits sites regularly to provide training and technical assistance to site informational reports, such as smooth functioning of the site management offices.
- Collects, reviews and evaluates monthly, quarterly and annual site informational reports, such as demographic data, turnover data, etc.
- Monitors preventative maintenance schedules and programs.
- Monitors inventory control, purchasing and central purchasing systems.
- Evaluates and monitors utility costs, develops and implements energy conservation programs.
- Keeps informed of all regulatory considerations that affect properties.
- Participates as a member of the Executive Management Committee, which functions as the decision-making body of the BHA.
- Participates in system-wide planning, finance, policy development and employee relations.
- Reviews, with other members of the Executive Management Committee, all contracts related to personnel for proposed adjustments and recommendation.
- Assists in communicating with employee unions and maintaining labor relations. Prepares bargaining proposals for negotiations with employee unions.
- Participates in collective bargaining by meeting with union representatives, reviewing union proposals and preparing appropriate responses and counter proposals.
- Assists in analyzing and costing union proposals.
- Participates in personnel administration to a substantial degree, including participating in and preparing responses to employee grievances as designated by the Administrator.
- Assists in the supervision and evaluation of personnel.
- Performs other related duties as required.
Minimum Qualifications & Experience: A Bachelor’s degree in public administration, business administration or a directly related field is required. A Master’s or advanced degree is preferred. Ten years of progressively responsible experience in a moderate to large public housing authority, real estate property management or related area of experience, six years of which were served in senior level management including extensive supervisory responsibility. Exceptional demonstrated proficiency or accomplishment may be accepted in lieu of a portion of formal education or experience requirement.
