General Description: Under the supervision of the Director of Civil Rights, or his/her designee the Administrative Appeals Coordinator will coordinate the scheduling of all administrative hearings within the Authority. This includes coordination with other departments within the agency and assisting and training Hearing Officers. The Administrative Appeals Coordinator will also hear administrative appeals within the agency except those, which are required by law or BHA Policy to be heard by the Grievance Hearing Panel.
Duties & Responsibilities: - Hears informal occupancy department appeals by applicants for public housing.
- Hears appeals by leased housing participants from adverse decisions of the BHA Leased Housing Department regarding their Section 8 certificates and/or tenancies.
- Hears appeals from decisions by the BHA Grievance Panel, and any other appeals designated by the Administrator or Director of Civil Rights.
- Issues written decisions in each case.
- Coordinate the scheduling of all appeal hearings.
- Reviews written decisions issued by hearing officers.
- Supervises the Grievance Panel Coordinator and Hearing Officers
- Trains and assists hearing officers and the Grievance Panel.
- Engages in paralegal work as required by the Director of Civil Rights.
- Performs other duties as assigned.
Minimum Qualifications & Experience: Bachelor’s Degree is required. Some background in law is preferable. Strong reasoning and writing skills sufficient to properly draft hearings decisions is essential. Ability to interpret regulations and policies is also required. Demonstrated organizational skills related to training, scheduling and paralegal duties. Experience in government or affordable housing. Supervisory experience preferred.
