General Description: Under the supervision of the Director of MIS, the Network Services Manager oversees the operation and management of the Boston Housing Authority's ("BHA") wide-area network and phone system. The Network Services Manager is responsible for the day-to-day performance and reliability of all network components and all phone systems. The Network Services Manager will support the Director of MIS in setting strategy and creating and implementing plans for the future configuration of the BHA network and phone system. In addition, the Network Services Manager will work with BHA staff to analyze their computing and telephony needs and for developing solutions to address these needs. The Network Services Manager will supervise the Network Support staff.

Duties & Responsibilities:
  • Monitors network performance, including NT and Sun Solaris servers and operating systems; network switches, routers, and other hardware and software; data connectivity services; PC hardware and software; laser and high-speed impact printers; and peripheral hardware. Works with Network Support staff and vendors to diagnose and fix bottlenecks and problems.
  • Monitors phone system performance, including phone switches; digital and IP phones; and phone carrier services. Works with Network Support staff and vendors to diagnose and fix system problems.
  • Works with staff to manage the BHA network and BHA phone system.
  • Works with staff and colleagues to coordinate and deliver user support.
  • Monitors support vendors’ performance, and ensures vendors’ compliance with performance standards.
  • Works with staff and vendors to implement upgrades.
  • Analyzes and forecasts BHA network and phone system users' needs.
  • Evaluates and recommends network and phone system solutions for BHA business problems.
  • Develops and implements network and phone systems to support BHA business needs.
  • Supervises Network Support staff.
  • Participates in BHA staff training as necessary.
  • Responds to system problems and restore system functions as required.
  • Performs other duties as assigned.


Minimum Qualifications & Experience: Must have a bachelor's degree in Computer Sciences or related subject and at least 3 years experience managing a technical staff. Must have 5 to 8 years hands-on experience with Wintel servers and PCs, including NT and Windows operating systems, Sun Solaris, and wide-area networks, including architecture, configuration, TCP/IP, and Cisco switches and routers. Must have 5 to 8 years hands-on experience with wide-area networks, preferably for a large business or public organization. Should have experience with network storage systems, network backup applications, MS IIS, MS Exchange, Citrix Metaframe, anti-virus suites, network management applications, and user support/Help Desk applications. Must have 2 to 5 years hands-on experience with phone systems, including configuration and management. Experience with IP Phones and Comdial switches a plus. Must have experience in the diagnosis and resolution of user-oriented issues and technical issues. Must possess strong communication skills and user support abilities. Must be able to work as a part of a team of MIS professionals. A valid Massachusetts driver's license is required.
