General Description: Under direct supervision of the Director of Occupancy, assists in the administration and operation of the Occupancy Department. Manages the entire interview and screening process for the BHA Occupancy Department. The primary responsibilities of the Screening Unit are: conducting interviews of applicants for the public housing program, applicant screening, verification of applicant eligibility, scheduling home visits, obtaining, evaluating and safeguarding CORI, residual tenancy screening and the screening of additions to resident households, conducting daily informational briefing sessions, and assessing eligibility for priority status.
Duties & Responsibilities: - Keeps policy and screening documents up-to-date.
- Maintains and updates the screening procedures.
- Trains staff in law and regulation changes that affect screening.
- Reviews and monitors applicant files processed by the Specialists.
- Supervises Occupancy Department staff assigned to the Screening Unit including but not limited to the Occupancy Specialists and the Priority Review and Information Specialist.
- Prepares correspondence on screening policy and cases and has primary responsibility for interface with the BHA Legal Department when decisions are challenged.
- Ensures that policies governing priority eligibility are being applied accurately and consistently.
- Assists screening staff with questions and problems as needed.
- Conducts a second eligibility review for disabled applicants who may otherwise be determined ineligible for housing.
- Maintains a log of all cases leaving the screening process.
- Monitors caseloads of Specialists and interviews conducted by the Specialists.
- Works with the Director of Occupancy in budget preparation and Department planning.
- Assumes responsibility for the operation of the department in the absence of the Director.
- Performs other related duties as required.
Minimum Qualifications & Experience: Bachelor’s Degree is required, Master’s preferred in the field of social work or other related fields. Knowledge of fair housing regulations and procedures is essential. Must have at least five (5) years experience in the public housing field, preferably in the area of occupancy. At least two (2) years experience in a supervisory capacity is desirable. Experience may be substituted for the formal educational requirements if it is demonstrated that such experience may be directly related to the duties and responsibilities outlines above. Ability to relate positively to the public and to deal effectively with the many diverse problems of public housing applicants and residents. Ability to write and speak effectively is required as is the capacity and willingness to effectively supervise a large staff performing various functions. Fluency in a language other than English is highly desirable.
