General Description: Under the supervision of the General Counsel, represents the Authority in civil litigation and administrative hearings. Provides ongoing legal counsel to Authority staff in a wide range of substantive areas of law. Responsible for conduct of routine and some more complex legal matters.

Duties & Responsibilities:
  • Represents the Authority in state and federal court in cases involving housing-related matters, tenant selection, construction claims, labor, discrimination.
  • Represents the Authority at administrative hearings involving civil service, discrimination, union grievances, building and zoning permits.
  • Prepares, reviews and negotiates contracts, leases, and other agreements.
  • Advises Authority staff on application of state and federal laws and regulations to the operation of the Authority.
  • Provides legal assistance in the development and interpretation of Authority regulations, policies, and procedures.
  • Prepares draft legislation and regulations, comments on proposed legislation and regulations and prepares legislative testimony.
  • May provide supervision, training and evaluation of designated attorneys, paralegals, legal interns or support staff.
  • Assists Department heads and other Authority staff in developing and implementing policies, guidelines, handbooks and training in selected legal issues.
  • May occasionally work with outside counsel.
  • Develops expertise in designated substantive areas of law.
  • May have responsibility as counsel to designated BHA department, coordinate work of Legal Department in particular substantive area(s), or have administrative responsibility within Legal Department.
  • Performs other related duties as required.


Minimum Qualifications & Experience: Law degree from a law school and member in good standing of Massachusetts Bar or eligible for admission by reciprocity. Minimum of two years of civil litigation experience. Demonstrated expertise in publicly funded housing issues preferred.
