Health Insurance
All BHA employees who are considered regular full-time, regular part-time and contract with benefits are eligible for health insurance coverage, following a 60-day waiting period. Employees pay 20-25% of the premium costs while the BHA pays the remaining 75-80%. Some examples of the health plans that the BHA offers are:
- Commonwealth Indemnity Plan with and without CIC

- Commonwealth Indemnity Community Choice Plan
- Fallon Community Direct Care Health Plan
- Fallon Community Select Care Health Plan
- Harvard Pilgrim POS Plan
- Health New England
- Navigator by Tufts Health Plan
- Neighborhood Health Plan
Employees who carry medical insurance coverage through the Group Insurance Commission (GIC) are subject to the following conditions:
- Employees earning $35,000 or more must pay an additional 5% for their premium, while new employees hired after June 30, 2003 will pay 25% of the basic life and health insurance premium, regardless of salary. Current employees earning under $35,000 will continue to pay 15%.
The GIC updates salary information for basic life and health premium contribution purposes once a year. Therefore, employees who have a pay raise above the $35,000 threshold will not see a change in their basic life and health deduction until June for coverage effective July 1 of the following year.
- Retirees, depending of their date of retirement, only pay either 10% or 15% of their premium. Current employees who retire will pay 15% of their premium.
Life Insurance
A $5,000 Life Insurance Policy is issued to BHA employees who join any of the
medical insurance plans.
Optional Life Insurance Plan - available to employees for an additional premium.
Long-Term Disability Insurance - LTD insurance is available for eligible BHA staff. Employees pay full cost of this benefit.
Dental Insurance
Dental coverage is available to eligible BHA staff. Employees pay 40% of the premium costs while the BHA pays the remaining 60%.
Retirement Plan
All BHA employees who are considered regular full-time, regular part-time and contract with benefits are required to participate in the State-Boston Retirement System. This is a defined benefit plan, which provides pensions to employees based on age and number of years of service. Employees contribute to this plan in lieu of Social Security. This contribution does not relate to eligibility for other Social Security benefits.
Deferred Compensation
Eligible employees may invest pre-tax dollars through payroll deductions, relative to IRS guidelines.
Health Care Spending Account
Employees can pay for non-covered health-related expenses on a pre-tax basis.
Paid Time Off
All BHA employees who are considered regular full-time, regular part-time and contract with benefits are eligible for paid time off (sick, vacation, personal, and bereavement) according to their applicable collective bargaining agreement or other applicable plan.
