American Recovery and Reinvestment Act Project Plan |
BHA received $33,329,733 from HUD as a Public Housing Capital Fund formula allocation. That money became available to BHA on March 23, 2009. We anticipate that the following Project Plan will create close to 700 jobs over the next few years.
1) Redevelopment of Washington Beech. $10 million will be used in concert with private investment by the BHA and its procured developer to complete Phase 1 of the project which will include the construction of 100 affordable rental units using green principles and technology, site remediation and site improvements.
2) Bathroom and Plumbing upgrades. $10 million will be used to upgrade and modernize over 600 bathrooms and/or ventilation at three of BHA’s oldest family developments, Charlestown, Mary Ellen McCormack and Old Colony. This will complement work already underway that is being financed by BHA’s CFFP bond.
3) HVAC and Heating Upgrades. In addition to the energy performance contracting BHA will use $3.5 million to complete boiler replacements and upgrades at the Charlestown, Lenox, Cathedral, Bellflower, and Peabody developments to install newer and more efficient boilers and ensure health and safety of residents.
4) Underground Storage Tank Replacement. Outdated underground fuel tanks for heating oil will be replaced with modern spill-proof, environmentally compliant tanks at six buildings at Commonwealth. Estimated cost is $800,000.
5) Security Camera Preparation. $1.8 million will be spent to make elevators at 4 family developments and elevators and lobbies at 24 elderly developments ready to receive security cameras. Developments receiving this upgrade are Cathedral, Whittier, Alice Taylor, Commonwealth, Foley Apartments, Washington Street, Walnut Park, Amory Street, Torre Unidad, Rockland Towers, Heritage, St. Botolph, Pasciucco, Ausonia, Hassan, Patricia White, Roslyn, Peabody Square, Commonwealth Elderly, Holgate Apartments, MLK Towers, Eva White, Frederick Douglass, Codman Apartments, Lower Mills, Bellflower, Hampton House, and Washington Manor.
6) Roof Replacement. Roofs at 10 buildings at Lenox Street and 7 buildings at Charlestown will be replaced at a cost of $3 million. The roofs installed at Lenox will be energy efficient white roofs and it is anticipated that photovoltaic cells will be installed on these roofs as part of the energy performance contract.
7) Walnut Park building envelope. The building envelope will be repaired at a cost of $800,000.
8) Drainage Improvements. $200,000 will be made available to complete drainage and waterproofing affecting the Old Colony Teen Center community space at 290 Old Colony Avenue.
The dates listed below are construction period dates; when required, RFPs for design services, engineering and bidding will take place before the stated dates.

Following are the project partners, both internal city agencies and external organizations involved in the BHA’s Project Plan.
1) BHA’s partners in the Washington Beech redevelopment include the US Department of Housing and Urban Development, City of Boston, Department of Neighborhood Development, Department of Public Works, Neighborhood Housing Trust, Boston Redevelopment Authority, Boston Water and Sewer Commission, Commonwealth of Massachusetts, Massachusetts Department of Housing and Community Development, Affordable Housing Trust, MassHousing, RBC Capital Markets, Trinity Financial, ICON Architecture, CWC Builders, Housing Opportunities Unlimited and the University of Massachusetts.
2) Projects 2-8 are construction projects that will be executed by the BHA using Authority staff and procured contractors.
