Grievances and Appeals

All public housing residents and applicants have the right to request an informal grievance hearing.

Tenant Grievance Procedures
A Resident who is aggrieved by a Boston Housing Authority (BHA) action or failure to act in accordance with the lease or any statute, regulation, policy, or procedure which affects the Resident’s status, rights, duties or welfare may be entitled to a grievance hearing. To request a grievance hearing a Resident should file a written request with their housing manager or mail a written request to the Department of Grievances and Appeals in care of the Hearing Panel Coordinator. The Hearing Panel Coordinator will schedule all those entitled to a hearing as promptly as possible. The Hearing Panel is comprised of three (3) BHA residents and two (2) BHA staff members. This Panel will issue a written decision to the Resident within fifteen (15) days of the date of the hearing. A resident who is uncertain whether he or she is entitled to a grievance hearing or has any questions regarding the grievance panel procedure should inquire at his or her management office or call the Hearing Panel Coordinator at 617-988-4579 or email appeals@Bostonhousing.org.

Applicant Appeal Procedure
Any applicant who believes himself/herself to have been aggrieved by any action, inaction, or decision of the BHA in the processing of his/her application shall have the right to an informal hearing before BHA staff members. The applicant must request a hearing in writing within twenty days after the action, inaction or decision has occurred. The request for a hearing should state the reasons for which the applicant believes the finding to be unjustified. The BHA Department of Grievances and Appeals shall schedule a hearing upon receiving the request. The applicant shall be notified of the date of the hearing, which shall take place within 30 days of the receipt of the request. The request for a hearing should be sent to Boston Housing Authority, Department of Grievances and Appeals, 52 Chauncy Street, 9th Floor, Boston MA 02111.

An applicant who is uncertain whether he or she is entitled to an informal hearing or has any questions regarding the appeal procdure should email Appeals@Bostonhousing.org.
