Civil Rights

The Office of Civil Rights consists of two units: Fair Housing & Employment and Contract Compliance. The Fair Housing & Employment Unit assists employees and residents in identifying, reviewing, and resolving alleged civil rights and fair housing violations. This unit investigates all instances of discrimination including employee harassment and issues appropriate recommendations. This unit also accepts and assists in the filling out and processing of requests for Reasonable Accommodations made by employees as well as program participants, applicants and tenants.

The Contract Compliance Unit is responsible for ensuring that all contractors are in compliance with prevailing wage requirements, the Authority's Minority Participation Program (MPP) and Minority Women's Business Enterprise (MWBE) program, and Section 3 of the HUD Act of 1968. The Grievance and Appeals Department is a separate department that conducts administrative hearings on grievance panel appeals, applicant appeals, and proposed Section 8 terminations. You may find information on this department using the left-side navigation pane.

Civil Rights Protection Plan
This Civil Rights Protection Plan is designed to protect applicants, residents and their visitors from threats, harassment, violence or abuse while they are on BHA property.

Anyone who believes he/she has been victimized by an alleged discriminatory act in violation of his/her civil rights is strongly encouraged to report the incident to the BHA and the Boston Police Department. Employees who observe any act of discrimination must report the incident immediately. Whenever an incident is reported, BHA employees must adhere to the procedures contained herein.
